Consultant on Government Debt and Cash Management
Mike Williams is an independent consultant offering advice and consultancy to governments and related agencies on Government Debt Management and Government Cash Management, including Policy and Strategy Formation and Domestic Market Development, Institutional Capacity Building, Risk Management and Governance.
Mike Williams was the first Chief Executive of the UK Debt Management Office - establishing the office in 1998, expanding its responsibilities and building its profile domestically and internationally over the subsequent 5 years.
Since leaving the DMO in early 2003, he has worked as an independent consultant with the World Bank, IMF and with other agencies, experts and consulting firms. He has worked extensively with governments across most regions of the world, in particular on debt management policies and their execution; on institution, governance and capacity building; on government bond market development; and on developing a more efficient and proactive approach to the management of the government’s cash.
Mike Williams works flexibly as required: with Governments, supranational agencies or donors; as a member of an integrated locally-driven team or of an external team; with senior or middle management; on a one-to-one or group basis; and uses a range of communications - written reports, presentations and training.
